Where to find help with housing
If you have nowhere to stay right now, Work and Income NZ (WINZ) may be able to help you find somewhere until you can get something longer-term. To see if WINZ can help call Work and Income on 0800 559 009 or; Senior Services on 0800 552 002 if you get NZ Super or Veteran's Pension. There are WINZ Services Centres in Te Puke, Tauranga, The Mount and Greerton.
Work and Income may be able to assist with emergency accommodation, transitional housing, social housing, access to benefits and other financial assistance. For example, you may be able to get a Rent in Advance Grant and/or Bond Grant from WINZ, if you don’t have enough money to start renting a home.

Te Puke Housing Solution Service – some of their services include assistance with getting into housing, accessing income support from WINZ, referral to healthy homes services. For housing support services, please contact housing connector Tangi on 021 086 94766, Monday through Friday (except Thursday).

In recognition of the rising cost of living and the difficulties some people may have paying their rates bill, council has implemented rates postponement policies; Rates postponement for financial hardship and Rates postponement for homeowners aged over 65 years.

Central government also has a rates rebate scheme – if you are a low-income homeowner, you may meet the criteria for accessing a subsidy toward your rates.

Housing research reports
WBOPDC commissioned a series of housing research reports to provide updated data on housing in the Western Bay and Tauranga. This is part of our commitment to using an evidence based approached to housing needs assessment and planning.
The reports allow anyone with an interest in housing to understand the state of play in housing in both the Western Bay and Tauranga. The information is intended to feed into housing policy work and local housing plans within the district and can be used to support evidence-informed decisions about new housing supply and sustainable housing outcomes at a range of geographical levels.
The analyses are based on data sourced from Statistics New Zealand's Household Economic Survey and Census data from 2013, 2018 and 2023. A description of, and links to, the reports are provided below.
One of the report authors, Ian Mitchell, presented key findings to stakeholders in WBOPDC on 24 October 2025. Link to the video of the presentation is here.

The first report Housing affordability and stress WBOPDC & TCC, June 2024, updates the information provided in an earlier report Tauranga and Western Bay of Plenty - Housing affordability stress outcomes, prepared for Accessible Properties Ltd in 2020. It includes:
- Housing affordability stress in Tauranga and Western Bay of Plenty by tenure and demographic characteristics.
- Additional analysis on housing affordability outcomes.
- Analysis around material wellbeing and incomes; and
- The impact of rising housing costs on low-income renters.
The report provides some additional price pointing analysis for rental and first home buyer markets to demonstrate the potential market size for shared equity and affordable rental products.
Part 1. Housing supply and demand analysis WBOPDC & TCC, April 2025, provides WBOPDC and Tauranga data and analysis on:
- Severe housing deprivation / homelessness.
- Social housing stock funded through the income-related rent subsidy (IRRS).
- Social housing stock not funded through IRRS/assisted rental and assisted home ownership.
- Emergency Housing Grants (EHG); and
- Transitional housing stock.
Part 2. Housing supply and demand analysis WBOPDC & TCC, June 2025, focuses on housing tenure, housing stock concentration, stock expansion and supply. It contains analysis of the local trends in the intermediate housing market and a detailed discussion of the implications of the report’s findings.
