Working Near or On Utilities
If you plan to work near or on any utilities, you’ll need to:
- Complete the relevant application form for the work you intend to do.
- If you’re connecting to our Wastewater or Stormwater network, please fill out the specific application forms for Wastewater or Stormwater connections.
Applying for a Water Abstraction Permit
Fire hydrants in Western Bay District Council are not accessible for use by anyone other than the Fire Department and Council’s own three waters maintenance contractor. Access to fire hydrants is restricted to reduce the risk of contamination of the potable drinking water via uncontrolled backflow through the filling devices. No exceptions are allowed. Note that this restriction is a national legislative requirement and local Council water Bylaws requirement.
To meet contractors needs Council has a water filling stations in place and Council also allows temporary water meter connections to construction sites.
Water filling sites are available as show below: We do have a single non-potable water supply point for other contractors to access for dust control etc. This is in Omokoroa near the settler’s hall. Access is by a permit process. Note this water is not suitable for human consumption as it does not go through a water treatment plant and as such is not suitable for human consumption.

We are in the process of the construction of additional water take stations across the Western Bay Area that will allow the abstraction of water for construction or other purposes. Note that the use any of these water takes will require applying for a permit from the Council. As more water take station become available, Council will update with the new locations shown on the maps. Note that the schedule of Fees and Charges relating to obtaining a permit and the applicable fees are published on Councils web site for the current financial year ( https://www.westernbay.govt.nz/property-rates-and-building/district-plan-and-resource-consents/resource-consents/fees-and-charges ).
There is an alternative option to obtain water for a constriction site which is to apply for a temporary water meter connection. When requests from contractors are made for a temporary water connection to say a site office for construction purposes, we accommodate these by providing temporary metered water connection at the site offices or at other location as suitable for the construction site. We only provide a 20 mm diameter connection, so Contractors may need to install onsite tanks if the require large instantaneous draw off are required.
The process for obtaining a temporary connection for construction purposes is to use the standard water meter application process. The application and relevant document can be obtained on this page. Applications can be email to our customer services team who will register and forward on to us ( info@westernbay.govt.nz ). Online payments are available, or you can pop into one of our offices to pay the application fee. As with all water meter installation one of the approved water meter installers shall be used to undertake the installation and the cost of the installation will be to the cost of the applicant. When the temporary meter is no longer required than a request must be made for a final reading to be taken and the meter removed.

Become an approved contractor for water services connections
Only councils’ maintenance contractor are allowed to work on the water supply network and only approved contractors are allowed to quote for and install a water meter connection. All registered drainlayers are allowed to undertake both stormwater and wastewater connections. To undertake work specifically for the Council a contractor must be SHE approved (pre-H&S) and comply with Council’s procurement requitements (available online).
