Bylaws open for community feedback

Western Bay of Plenty residents are invited to have their say on two District bylaws currently under review - the Public Places Bylaw and the Animals (Excluding Dogs) Bylaw.

Consultation is now open on both bylaws, which set the rules for how public spaces are used and how animals (excluding dogs) are kept across the District.

The bylaws were reviewed in 2025 as part of Council’s regular review programme, with minor changes made at that time. Council is now proposing to continue them as they are, including those updates.

Western Bay of Plenty District Council’s Policy and Planning Manager Matt Leighton says bylaws play an important role in supporting safe, well-managed communities and providing clarity for residents.

“Regular reviews help ensure our bylaws remain effective and fit for purpose. While no major changes are proposed, it’s important we check in with the community before confirming they continue.”

The Animals (Excluding Dogs) Bylaw helps Council manage how animals such as poultry, pigs and others are kept, helping to reduce nuisance and protect public health and wellbeing. Dogs are covered by a separate bylaw, which is not due for review at this point.

The Public Places Bylaw sets rules for activities in public spaces and helps maintain safety, convenience and enjoyment in shared areas. It covers matters such as public facilities, obstructions, waste, advertising and vehicle crossings.

Council’s review found both bylaws continue to be effective tools for managing these issues.

“We’re encouraging people to take a look and let us know whether they think the bylaws should remain as they are or be amended,” says Matt.

Feedback received will help inform Council’s final decision.
