The Western Bay of Plenty District covers 195,000 hectares.
The 1,064km of local roads and 259km of state highway (including cycleways) in the District are managed under a performance based contract.
Of the 1,064km of local road, approximately 162km is unsealed. The average cost of seal extensions (including design and consent costs) is $450,000 per kilometre.
The current 'One Network Maintenance Contract', like its predecessor Performance Based Contract (PBC) 01, is unique in New Zealand in that has very clear, measurable outcomes.
A contracting alliance, which includes WSP (formally Opus Consultants) and Downer, collectively known as WestLink, manages the contract.
Savings under the contract, are allocated to additional community roading projects, such as seal extensions.
