Road Facts & Stats

The Western Bay of Plenty district covers 200,000 hectares, which is about three and a half times the size of Lake Taupo.

The 1,020km of local roads and 198km of state highway in the district are managed under a performance based contract (PBC) arrangement.

The current 'One Network Maintenance Contract', like its predecessor Performance Based Contract (PBC) 01, is unique in New Zealand in that has very clear, measurable outcomes.

Like its award-winning predecessor, the current contract has produced considerable savings to Council and ratepayers.

A contracting alliance, which includes Opus Consultants and Downer, collectively known as Westlink, manages the contract.

The contract includes maintenance and capital work as well as specified levels of service with pre-determined response times.

Savings under the contract, are allocated to additional community roading projects, such as seal extensions.

Of the 1,020km of local road, approximately 180km is unsealed. The average cost of seal extensions (including design and consent costs) is $450,000 per kilometre.
