There are management plans for 222 reserves across the District, which include plans covering each urban community. Apart from being a statutory requirement under the Reserves Act, a management plan provides a one-stop reference point that includes a reserves classification and legal status, the area it covers, infrastructure and funding for capital projects Councils wants to undertake.
A Reserves Management Plan is prepared under the provisions of the Reserves Act 1977 and provides direction for the ongoing day to day management and potential development of Reserves.
A Reserve Management Plan is put together in the following way:
Council notifies the community of its intention to undertake preparation of a ward wide Reserve Management Plan and calls for suggestions from the community.
Suggestions are received from the community and taken into account in the preparation of a draft Reserve Management Plan.
A draft is prepared and adopted by Council to be released for community consultation.
Written submissions on the draft are received from the community and a Hearing is convened for those wishing to present their submissions.
Council meets to consider all submissions and adopts final Reserve Management Plan.
Council implements the Reserve Management Plan through day to day maintenance / management of reserves and their development.
Reserve Management Plans are continuously monitored so that it can adapt to changing circumstances.Normal reviews are carried out every 5 years to ensure the plan remains current.

District Wide Generic Reserve Management Objectives and Policies
- Management of resources and publicly funded recreation activities which ensures that reserve provision achieves the same standards and objectives.
Recreation and Leisure Vision and Outcomes
- Ward vision for recreation developed through community visioning workshops.
Reserve Specific Policy
- Policies specific to each reserve within the ward

- References specific to walkways within the ward (Optional)
