How to get involved
If you are interested in developing a proposal, we have prepared a set of templates and an outline of how these will be used to assist you through the process. While guidelines for commercial interests in the park are in development, business interests may use the Memorandum of Understanding (MOU) based process to express and develop an interest in the park. Park Manager, Ric Balfour will be the main point of contact for site visits, information requests and coordinating with other user groups.

TECT All Terrain Park 1m Contour Index (Grid) Map
Council has provided this grid map as a resource for user groups to aid in planning and layout of their projects in the Park.
The grid divides the park into 32 squares, each square represents a 1:2,500 scale map with 1m contours and Park boundaries (aerial photographs taken in 2006).
Squares will be available as either a CD (PDF File) or a paper copy of the map(s).
User groups wishing for a copy of selected squares should contact Ric Balfour (TECT All Terrain Park Manager): ric.balfour@westernbay.govt.nz
Core templates:
A. Memorandum of Understanding (MOU) - an initial agreement that guides the initial exploration phase for a user group interested in developing a proposal. It outlines responsibilities and timeframes for the site assessment work and safety considerations for entering the park.
B. User Group Management Plan - a standard template that lays out all considerations going into a proposal for the use and development of part of the park.
C. Lease Agreement - a standard lease that defines the legal relationship between the User Group (lessee) and Western Bay of Plenty District Council (lessor).
D. Permit to Use the Park - event or commercial use permit that covers activities beyond lease areas.
When you are ready to be involved we can send you the following:
- some information on grants available
- some information on Fundview - how to search for grants that are available nationwide
- a copy of the handbook called A Seriously Good Guide to Fundraising
This is an ambitious new park project with many different considerations being assessed for social compatability, environmental impact and operational cost. The project team will strive to provide timely and careful responses to all reasonable proposals. Your success is our success.
