Frequently Asked Questions

Q.  When was the land purchased?
A.  2004 (1255 hectares) and 2006 (approximately 383 hectares).

Q.  How much did it cost?
A.  $5.5 million.

Q.  Who owns the land?
A.  The land is jointly owned by the Western Bay of Plenty District Council and Tauranga City Council.

Q.  How do you intend to develop the park and over what period of time?
A.  Phase One -  2007 and 2008: This phase is effectively the design phase which includes the development of a (Structure Plan) plan for the park.  The plan will provide the blueprint for future development.  Individual user groups will be required to prepare identified group management plans.

Phase Two - 2008-2011:  Official launch and initial activities underway.

Phase Three - 2011 onward:  Range of activities taking place including possible hosting of national and international events.

Q.  When will the park officially open?
A. 2009.

Q.  What facilities will be available at the park?
A.  There is a range of activities currently being investigated.  The park is to be opened up over the next 5-20 years to cater for a range of 'active' and 'passive' recreational pursuits including firearm sports, mountain biking, archery, 4x4, trial and trail bikes, motocross, quad bikes, car rallying, equestrian, tramping and orienteering.

Q.  Will I have to pay to use the park?
A.  This is yet to be determined and will primarily depend on what facilities will eventually be provided at the park.

Q.  How far is the park from Tauranga and Rotorua?
A.  29kms to Tauranga; 27kms to Rotorua and 30kms to Te Puke.

Q.  How can I have my say on what gets developed at the park?
A.  The councils are working with potential users to identify current and potential needs.  User input is a critical component of the development plan for the park.  The development plan provides the blueprint for future development.  To find out more on the development plan process and other opportunities to have your say or to receive the newsletter, please contact the TECT All Terrain Park Manager, Ric Balfour at email tectpark@westernbay.govt.nz or telephone 07 571 8008.

Q.  Why is it called the TECT All Terrain Park?
A.  TECT (Tauranga Energy Consumer Trust) is naming rights sponsor for the park.  The support of TECT has been fundamental to the Western Bay of Plenty District Council and Tauranga City Council developing key community assets such as the TECT BayWave Aquatic Centre in Tauranga.  The 'all terrain' reference provides context as to how the park will be primarily used, for example catering for 4x4, rallying, mountain biking and motocross users.

Q.  How will you ensure the park is safe to use, especially when you will have a range of potentially dangerous recreational activities taking place in relatively close proximity to each other?
A.  The development plan will provide the blueprint for future development, however each group will be required to produce management plans which will include details of the type, timing and scale of activities, infrastructure and ability to meet OSH and other regulations.
