Submissions for the District Plan Proposed First Review closed on 3 April 2009. A summary of these submissions is available below. Further submissions closed on 19 June 2009 (this had been extended from the earlier notified date of 15 June).

Hearings are scheduled for September and October this year. Submitters will be advised of the timetable in due course. Each submitter will receive a report of the issues, options and recommendations related to their submission that will be presented to the Hearings Committee.

Under the requirements of the Resource Management Act 1991 a District Council must review its District Plan within ten years of the plan being declared operative. The review of the current plan has been undertaken over the past 20 months and has culminated in the public notification of the Western Bay of Plenty District Plan Proposed First Review.

Since the adoption of the original District Plan there have been many Plan Changes and the District Plan Proposed First Review looks to better incorporate these so that the plan provisions are presented more logically and clearly.

The original District Plan was first notified in July 1994. In the subsequent time period the views and expectations of the community have changed and the District Plan Proposed First Review looks to update the plan provisions to reflect this.

Changes have also occurred to resource management legislation and the Regional Policy Statement that the plan needs to give effect to. Principally the plan looks to incorporate the key principles of SmartGrowth, a 50 year growth management strategy, adopted by Council for the sub-region. This is important as the District and the sub-region have been under increasing population growth and development pressure for the past 10 years and this is anticipated to continue into the medium term.
