Q. Why is Council developing a Built Environment Strategy?
A. The Western Bay of Plenty is one of the fastest growing districts in New Zealand and it is the responsibility of Council to ensure that growth is properly managed and that the quality of the urban and rural environment is maintained or improved.  Through the Built Environment Strategy, Council would like to be proactive in developing a sustainable future for the district based on "live, work and play" principles.  In doing so, Council will guide and encourage public and private developers to follow a sustainable approach towards development.

Q. What does it involve?
A.  Figure 1 gives an overview of where the Built Environment Strategy fits into other National, Regional and District policies and strategies.

Retaining and improving a quality built environment is a continuous process and this Strategy is the beginning of the journey.  The Built Environment Strategy cannot stand on its own so the implementation of the Strategy will be through various tools, such as the District Plan, Code of Practice and structure plans.  The strengthening of a unique character for the District's rural area and main towns is encouraged by the Built Environment Strategy.  As a result this Strategy should be seen as Phase 1 by providing the basis for more detailed strategies for specific areas and towns in the District.

Q. How will it impact my property, neighbourhood, town?
A. The Stratgegy encourages a different way of thinking in carrying out development.  It is about 'how my development can contribution to the community' as opposed to 'how the community can contribute towards my development'.  The Strategy will inform other planning documents such as the District Plan and the Code of Practice and as a result will not have a direct impact on private property.
