This Committee which includes all Councillors develops plans, policies and strategies for the future direction of Council and its communities. The major pieces of work this Committee is involved in is the development of Council's Long Term Plan and the Annual Plan. The Annual Plan is simply a budget expression of what is contained in Council's Long Term Plan for the budget year. The last Long Term Plan, which must be produced every three years, was prepared in 2009 for the period 2009-2019. The whole premise of the Long Term Plan, is to plan thoroughly every three years, "bolt it down" and hold the line until the three yearly review. This minimises the work in the interim three years (between each Long Term Plan) so that Council can get on with the "doing" work. Council can only do this if it keeps a three yearly focus and does not over engage people in the interim years.
