Joint SmartGrowth Implementation Committee

Role:
A joint committee of Western Bay of Plenty District Council, Tauranga City Council, and Environment Bay of Plenty established to implement the SmartGrowth Strategy and Implementation Plan.

Membership:
That representation be comprised of three representatives as appointed by the contributing authorities, including the Mayors and Regional Council Chairman, and three representatives to be nominated by Tangata Whenua.

That the Western Bay of Plenty District Council appointees to the SmartGrowth Implementation Joint Committee be, His Worship the Mayor  Ross Paterson and Councillor Norm Bruning .

That the Committee have the power to appoint the nominated Tangata Whenua representatives.

That an independent Chairperson be appointed by the Committee. Mr Bill Wasley was confirmed as Chairperson on 12 December 2007 SG1.1.

That the standing membership be limited to thirteen members, but with the power to co-opt up to a maximum of three additional non-voting members from the Strategic Partner Forum or Tangata Whenua Forum where required to ensure the effective implementation of any part or parts of the Strategy.

That Transit New Zealand be represented through its Chief Executive with speaking rights but in a non voting capacity in similar role of partner council Chief Executives.

That the Transit New Zealand Regional Manager sits as an observer on the Committee.


Delegations:
THAT the Joint SmartGrowth Implementation Committee be delegated authority to implement the SmartGrowth Strategy and Implementation Plan in accordance with the following functions:

  • Growth management leadership
  • Oversee the implementation of the SmartGrowth strategy, in particular the strategy actions for the next 2 years from 1 July 2007
  • Ensure organisation systems and resources support the strategy implementation
  • Take responsibility for progressing those actions specifically allocated to the SmartGrowth Implementation Committee in the strategy making sure the implementation does occur
  • Responsibility for relevant sub-regional transportation matters
  • Approving submissions to Local Authorities, Central Government and other agencies on SmartGrowth related matters
  • Monitor and report progress against milestones
  • Over view the management of the risks identified in implementation
  • Review and recommend adjustments to the strategy if circumstances change
  • Identify and resolve any consultation inconsistencies between the SmartGrowth strategies and subsequent public consultation processes of the partner Councils
  • Facilitate consultation with the community
  • Establish the Tangata Whenua Forum
  • Establish the Strategic Partners Forum
  • Select and appoint an Independent Chairperson
  • Appoint the SmartGrowth Implementation Advisor after consideration of any recommendations from Chief Executive Advisory Group
  • Implement the Memorandum of Agreement and the SmartGrowth
  • Implementation Committee Protocol for operation (as attached to the SmartGrowth Strategy) to provide a basis for developing working relationships and the resolution of any conflict


That all arrangements be reviewed by 30 June 2009.
