Role:
- To co-ordinate, facilitate and monitor issues affecting both the Tauranga City Council and the Western Bay of Plenty District Council.
- To act as the Joint Committee required by legislation and the Local Government Commission to oversee any boundary relocation that may be proposed by the respective council(s)
Scope:
- Review and monitor agreements between the two Councils, including the Strategic Alliance Agreement, and recommend changes to the respective Councils as appropriate
- Establish protocols and arrangements for joint funding applications to funding bodies
- Establish principles and appropriate processes for the consideration and determination of joint service delivery opportunities
- Establish appropriate process for the consideration and determination of joint cost sharing arrangements
- Facilitate and monitor joint initiatives including joint service delivery and joint cost sharing Initiatives
- Monitor joint sub-regional parks projects, utilising working parties or steering groups from time to time
- Monitor the on-going effectiveness of implemented joint projects
- Monitor performance in respect of joint contracts
Power to Recommend:
- To the respective Councils and/or any standing committee as it deems appropriate
Power of Authority:
Priority One
That the Joint Committee, in relation to Priority One, be delegated the authority to:
Approve the contractual arrangements for a three year term within the approved budgets of the two Councils within the following parameters:
That the contract:
- Be based on a three year performance contract
- Provide for a minimum level of committed funding for the three year period
- Specify the specific performance targets
- Specify the funding principles relevant to Priority One subject to satisfactory annual progress
And that the Joint Committee be delegated the authority to:
- Monitor the performance against the approved contract
Tourism Bay of Plenty
That the Joint Committee, in relation to Tourism Bay of Plenty, be delegated the authority to:
- Consider the Statement of Intent in accordance with Schedule 8 of the Local Government Act 2002
- Monitor the performance against the Statement of Intent
Boundary Relocation
- That the Joint Committee, in relation to any boundary relocation or adjustment proposal, exercise power to act in accordance with Schedule 3 of the Local Government Act 2002
