In a nutshell...

This Committee oversees the development, implementation and monitoring of Council's District Plan.  The Resource Management Act 1991 makes it compulsory for all Councils to have a District Plan.  The biggest users of the Plan are those who need to know a lot about certain types of activity that modify the land, for example surveyors and developers.

From a general public point of view, people only become aware of the Plan if they want to do some kind of development to their property.
